****Job Description GENERAL SUMMARY
The primary role of the Control Room Operator is to operate the plant from the distributed control system while ensuring that all plant equipment is operated within design parameters. Monitors plant operations, making adjustments as needed to optimize performance. Monitor the operations of emissions control equipment and adjust it to meet State and Federal permits.
PRIMARY FUNCTIONS
Monitors operations through process instrumentation and computer outputs. Systems monitored include, but are not limited to:
Plant steam and process steam
Feedwater system
Boiler ducts & flues
Waste Water Treatment
Turbine lube oil system
Main steam temperature & pressure
Condensate systems
Load control
Make-up water system
Auxiliary equipment
Determines origin of system deviation and takes corrective action through activating control mechanisms in the control room, directing equipment and utility operators, or contacting shift supervisor
Performs the following recordkeeping tasks:
Maintains all required operation logs and reports of daily operation, recording all disruptions to the system
Records hourly the amount of electrical generation and auxiliary usage
Records control room readings as required
Completes daily generation sheet
Completes and records daily coal scale and steam flow reading totals
Performs functional turbine tests daily and weekly.
Communicates with host utility dispatcher concerning production requirements.
Provides training and technical instruction to the Asst. CROs, Plant Operators, Assistant Plant Operators.
Handles incoming communications for the plant and monitors the front gate.
Performs miscellaneous tasks as directed by the shift supervisor.
Participates in organized training programs and augments the training program through independent study of the plant’s operating system.
Ensures assigned tools, equipment, and work areas are properly maintained and secured.
Observes plant safety rules perform assigned tasks in a safe manner and is alert for unsafe acts and conditions.
Perform housekeeping duties as required.
Writes, reviews, and revises operating and related procedures
The Control Room Operator serves as a member of the Plants emergency response team.
SCOPE OF RESPONSIBILITY
Requires knowledge of own assignments and eventually others in the department, as well as, that of company structure and operations. Should possess an understanding of departmental goals and activities. Perform other duties as required by plant conditions.
WORKING RELATIONSHIPS
The Control Room Operator reports to the Shift Supervisor and provides work direction to Plant Operators and Assistant Plant Operators. The Control Room Operator may also give direction to maintenance personnel on matters pertaining to plant operations.
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
Physical requirements include: working on feet for 12-hour periods, requiring stair and ladder climbing; and routinely lifting 50 pounds. Protective equipment must be worn in the performance of some duties (e.g. hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves, high voltage protective equipment, etc.). Work with hazardous materials may be required.
The position requires extended working hours and varied shifts with weekend and holiday work, as required by schedules, workload, and plant conditions & 'On call' status will periodically be required.
All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening. There are extensive smoking restrictions in and around the facility.
Qualifications Ability to communicate effectively both orally and in writing and perform basic mathematical computations. A high school diploma or equivalent is required, plus an Associate Degree in engineering and two years of power plant experience or four years of power plant experience in operations. Ability to pass written exams and oral board.
Comprehensive understanding of plant systems.
Knowledge of emergency procedures.
Fundamental understanding of electrical systems and motor control centers.
Thorough understanding of boiler chemistry. Ability to operate boiler chemistry test equipment.
Comprehension of flow prints.
Ability to communicate clearly with plant personnel and to give and receive instructions over a radio and P.A.
Ability to see clearly; safely and readily identifying the labels, gauges, dials and indicators
typically encountered while performing the job duties.
Ability to read, write and understand instructions and procedures.
Ability to work rotating shifts for 24 hour coverage, including holidays, nights and weekends.
Understanding of NERC procedures and Regional Reliability Organization (RRO) requirements
