Job Description
Roles and Responsibilities
Owns, drives, and updates the Project Sourcing strategy for cost, vendors panel, on time PO placement, on time delivery and execution of services.
Owns and coordinates within his/her team the project execution sourcing activities.
Sponsors buyers in invoices treatment, bonds requests to suppliers, as well as in the most important purchase order negotiations (high value; critical contract set-up) when and if required.
Is the owner and is accountable for Project Sourcing Cost. Strives to implement savings and the best possible cash-flow for project sourcing.
Has the authority to make resolutions in his/her project within the project Sourcing scope.
Understands the commercial part of the TSA (Turbine Supply Agreement) contract and ensures its flow down terms into Purchase Orders and project subcontracts
Ensures that suppliers meet all contractual requirements regarding GE terms and conditions, as well as customs and duties.
Ensures that all relevant sourcing processes, work instructions and guidelines are followed within the project as well as ensures compliance with Corporate Instructions, other Group Directives, etc.
Ensures compliance with Legal, Financial, Quality and EHS rules for the project, business, sector, and Company.
Supports sourcing leaders and buyers in his/her team in relation to the correct and on-time preparations of technical specifications and scope of works from the project team disciplines (installation, commissioning, quality, EHS, marshalling harbor, etc.)
Supports sourcing fulfilment leader for the correct delivery of products and materials on-time and with due quality requirements. Works together with sourcing fulfilment leader on improvement of supplier performance.
Is in charge of giving return of experience feedback to Operations Sourcing Manager, Inquiry to Tender (ITO) unit, and to other stakeholders within GE Wind Offshore business unit.
Required Qualifications
Master's degree from an accredited university or college (or a high school diploma / GED with at least 6 years of experience in Job Family Group(s)/Function(s)).
Desired Characteristics
Minimum 5 years experience as Project Sourcing Manager or Supply Chain management.
Minimum 3 years experience as team manager.
Good understanding of finance, fiscal and commercial implications in a global acting environment.
Good understanding of legal/contractual aspects of an EPC contract.
Risk management knowledge.
Good communicator and teamwork capability.
Strong Negotiation skills.
